The weather this weekend seems to suit the anniversary of the very sad event that occurred a year ago today. Please take a moment to think of those who were lost during this tragic and senseless event. We also think of those families and friends impacted be these losses, as they struggle to find answers and attempt to heal.
This upcoming week will be a busy one for HRM Regional Council. There is a lengthy agenda for Regional Council meeting on Tuesday, and Budget Committee Meetings on Wednesday and Thursday. I have provided a link below to the Agendas for these meetings. The focus of the Budget Committee Meetings will be to debate the “parking lot list” or “Budget Adjustment List” of the proposed additions and deletions to the proposed 21/22 Operating and Capital Budgets. Update on Upcoming Proposed Development Projects or Amendments in our District
Dartmouth Rd & Wardour St
The survey results have been tabulated. Over 110 survey responses were received and over 90% were opposed to the present proposals from the developers. Planning staff and I will be meeting with the developers regarding the feedback and to determine how they wish to proceed. If they choose to proceed with their current proposals, HRM will be scheduling three nights of Public Hearings in mid to late May.
Papermill Lake Proposed Amendments
HRM has received significant feedback from residents and most are opposed to amending the Development Agreement that was approved by the Town of Bedford in 1996. The Northwest Planning Advisor Committee voted to recommend approval, by a vote of 3 – 2, to the Northwest Community Council. Public Hearings will be held prior to this file going to the Community Council.
910 Bedford Hwy at Moirs Mill Rd
An application for a Development Agreement has been submitted to HRM Planning. The previous Agreements have expired and HRM did not renew any permits for the ongoing excavation and site preparation work. Many residents have expressed their desire to see this site and project finalized. I will keep you advised, plus there will be a public consultation process.

Public Service Announcement 2 – Windsor Street Exchange Redevelopment Project – Survey and Virtual Open House
Monday, April. 12, 2021 (Halifax, NS) – The Halifax Regional Municipality is inviting residents to participate in a survey and virtual open house to help inform the design of the Windsor Street Exchange Redevelopment Project.
The Windsor Street Exchange Redevelopment Project involves the redesign of the intersection of Bedford Highway, Windsor Street and Lady Hammond Road. Approximately 48,000 vehicles travel through this area each day, and the Windsor Street Exchange is operating above its available capacity during peak travel periods.
The goal of the project is to add active transportation connections and transit priority measures through the intersection, improve the movement of vehicles and goods through the area, and improve safety for all road users.

The online survey will be open until Friday, May 7, 2021.
Virtual open house
The virtual open house will take place at 6:30 p.m. on Thursday, April 29. This event will provide residents with the opportunity to learn more about the project, ask questions and provide feedback on potential design elements.
